He is Founder and CEO of Solstar Space, the company making persistent on-orbit space Wi-Fi and communications available. Solstar’s Space WiFi has been demonstrated twice aboard Blue Origin’s New Shepard crew capsule providing WiFi and satellite internet connectivity during suborbital flights.
Solstar is working with commercial space companies, international space agencies and government organizations, and their contractors, to further the development and deployment of space WiFi and communicators for a broad range of Low Earth Orbit (LEO), cislunar, and lunar surface use cases.
Mr. Barnett began his career at NASA’s Marshall Space Flight Center where he provided Space Shuttle payload development and integration services at the Payloads Project Office. He trained as a Crew Interface Coordinator as he provided astronaut crew training in the Mission Operations Laboratory for Spacelab missions. At Johnson Space Center (JSC), he worked in the Missions Operations Directorate, and later worked on JSC’s 1992 Strategic Plan which included precursor planning to Artemis. He also managed a contract to document all Space Shuttle operations processes as directed by Congress after the Challenger accident. Later, as a management consultant for KPMG’s Space and High Technology group, he wrote dozens of business plans and market assessments for commercial space companies. This is the group that very early-on and accurately, predicted that GPS applications would grow into the huge market it is today. Barnett led the Team that wrote the initial business plan and helped identify the best location for the spaceport that eventually became Spaceport America in New Mexico.
Solstar Space is his third commercial space start-up. He earned a B.S. in microbiology from the University of Oklahoma, a master’s in administrative science and project management from the University of Alabama in Huntsville, and is a graduate of the International Space University. Mr. Barnett is a classically trained rock drummer and percussionist. Known as the Space Drummer, Barnett is drummer and producer of DrumsAstro®, a band and production company promoting the Arts in Space.

Dean brings his experience and expertise in strategic planning and program management in both the private sector and as a military officer to set and achieve new space development goals while meeting the needs of Redwire’s national security customers.
Prior to joining Redwire, Dean was Vice President of Space Strategies and Development at national security technology company Peraton. In that position, he led Peraton’s space resilience campaign and produced long-range strategies to help Peraton meet its space portfolio’s objectives, including. Peraton’s critical space capabilities included the development of secure cloud platform as a service for ground battle management command and control; development of indications and warning tools for the National Space Defense Center and National Reconnaissance Operations Center; flight safety and conjunction assessment support to the National Reconnaissance Operations Center; development and operations of commercial and civil ground stations; and operations and maintenance of NASA’s space network, near-Earth network, and deep space network. Dean drew on his expert knowledge of program management, leadership, and satellite operations developed through his years of service in the military. In addition to developing these strategies, Dean took an active role in their implementation.
Before joining Peraton, Dean served as a U.S. Air Force officer, retiring with the rank of Colonel. During his tenure in the Air Force, Dean served in a variety of positions related to satellite operations and acted in many other engineering and leadership roles. His most recent position as an Air Force officer was as Chief of the Policy and Strategy Group in the National Reconnaissance Office (NRO), where he led the development and implementation of the Integrated Protection Strategy, which was the first update of the space protection strategy in 35 years. Dean oversaw the NRO’s Space Enterprise Vision activities and served as Director of the NRO’s interagency representative to various high-level defense, intelligence, and government groups such as the Space Enterprise Vision, National Security Council, National Space Council, Space Defense Council, and Department of State. He also developed and implemented space policy and strategies for U.S. intelligence satellites.
Dean holds master’s degrees in aeronautical science, strategic intelligence, and strategic studies from Embry-Riddle Aeronautical University, the Joint Military Intelligence College, and Air War College, respectively. He also attended the executive leadership course at the Harvard University School of Government and is a certified acquisitions level three program manager.
Dean was awarded by the Director of National Intelligence the 2018 National Intelligence Exceptional Achievement medal and was recognized by the Director of the National Reconnaissance Office as the NRO’s 2018 Jimmy D. Hill awardee for meritorious service.

In May 2010, Mr. Pang retired from the United States Air Force as a Lieutenant Colonel after twenty-one years of service. In his last assignment, he served as the Director of Operations at the Program Executive Office for Environmental Satellites in Silver Spring, Maryland, where his duties encompassed leading a diverse team of over a hundred personnel from the Department of Defense, the Department of Commerce, and government contractors responsible for the operations and maintenance of the Defense Meteorological Satellite Program and the WindSat/Coriolis mission. In addition, his division was responsible for establishing operational policy and procedures for the development, transition, and subsequent operations and maintenance of follow-on meteorological satellite programs.
Mr. Pang was born in Portland, Oregon, and earned his commission as a Distinguished Graduate through the Air Force Reserve Officer Training Corps program in June 1989. Prior to being named as president and CEO of OneWeb Technologies in September 2022, he served as CEO of iDirect, a market-leading government and commercial satellite communications technology provider. Under Mr. Steen’s leadership, the company pioneered the satellite industry’s first ground segment platform that supported a global network footprint and become the technology partner of choice for the top satellite operators and service providers. Before joining ST Engineering iDirect, he was vice president of Mergers and Acquisitions at SAP Americas.

Thornburg started his career in the U.S. Air Force and earned his master’s in aeronautical engineering from the Air Force Institute of Technology. Bradley Williams, Associate Director for Flight Programs, NASA HeadquartersBradley Williams (Brad) currently serves at NASA Headquarters as the Associate Director for Flight Programs (Acting) in the Heliophysics Division of the Science Mission Directorate where he oversees more than a dozen missions in operations and approximately another dozen missions in different stages of development.
Before stepping into the Associate Director for Flight role, Mr. Williams was a Program Executive in the Heliophysics Division where his assignments included IMAP, a Solar Terrestrial Probe to investigate the acceleration of energetic particles and interaction of the solar wind with the interstellar medium, TRACERS, a SMEX mission to understand the relationship of the magnetosphere and Cusp, HelioSwarm, a MIDEX mission studying the nature of space plasma turbulence, the Solar Cruiser solar sail technology project, and Senior Program Executive of the NASA Space Weather Program.
Originally a project manager and systems engineer at the University of Arizona, he worked with faculty and research teams to identify proposal opportunities and develop spaceflight proposals in response to NASA solicitations, going on to lead several of those efforts in post-award phases. Mr. Williams was a vital member of the OSIRIS-REx Camera Suite (OCAMS) team, contributing to both development and launch successes as a member of the systems integration and test team, management team, and later as the ATLO lead and primary interface to the spacecraft team. After the OSIRIS-REx launch, Mr. Williams served as the Deputy Payload Manager on GUSTO, the first of its kind, balloon-borne observatory selected as a Mission of Opportunity out of Astrophysics which launched in 2023 setting a record for the longest long-duration balloon flight. Immediately prior to joining NASA, he was the Director of Civil Space Programs at Tyvak Nano-Satellite Systems (now Terran Orbital Corporation, LLAP) where he was brought in to lead the spacecraft development for several NASA technology demonstration missions and assist with the growth of the science mission portfolio.
Within the aerospace community, Mr. Williams has served in several different roles for the American Institute of Aeronautics and Astronautics (AIAA) including member of the Tucson and Orange County Leadership Councils, Public Policy Chair, Young Professional Communications Committee Chair, Deputy Director of Region VI, and member of the Systems Engineering Technical Committee. Outside of the office, Mr. Williams is involved in community engagement and non-profits strengthening the next generation of leaders and expanding philanthropic networks. He is also a Fellow at the Arizona Center for Civic Leadership.
Mr. Williams holds a Bachelors and Masters degree in Mechanical and Systems Engineering from the University of Arizona. Chris Winslett, General Manager, Blue Canyon TechnologiesChris Winslett is the General Manager of Blue Canyon Technologies, part of the Space, Imaging and Microelectronics leadership under the Advanced Products & Solutions Strategic Business Unit of Raytheon, an RTX business.
With close to 25 years of industry experience, Chris joined Blue Canyon from Lockheed Martin where he most recently was the Program Director for SDA Transport Layer Programs. Prior to this role, he was the Director of Programs for OneWeb Satellites, a joint venture between OneWeb and Airbus. In this position, he was responsible not only for completing the design and development of the OneWeb constellation, but also for standing up a factory that was able to produce 10 satellites a week and for developing a strategy to leverage that production to build a wider customer base.
Before joining OneWeb, Chris worked with Boeing for 17 years, holding a variety of positions across the company including leading the Platform and Payload Products for the Satellite Vehicles Business Unit.
Chris earned a Bachelor’s and Master’s Degree in Electrical Engineering from Georgia Institute of Technology.
